Claude AI for Australian Policy Writing and Procedure Manuals

Every organisation has a chronic policy debt: HR policies 3 years out of date, OHS policy quoting a superseded standard, child safe policy missing the latest National Principles, modern slavery statement copy-pasted from prior year. Claude does the refresh work at speed while the accountable officer keeps every policy decision.

We have rolled Claude into Australian policy refresh cycles for SMEs, NFPs, regulated businesses, healthcare practices, and education providers. Most clear 12 to 36 months of policy debt within 90 days.

Why Claude Specifically (Not Just Any AI)

Four properties of Claude make the difference between "tried it once" and "embedded into how the function works".

1M context: every prior policy, regulator update, incident log in one prompt

Claude Opus 4.7 holds up to 1 million tokens. Load every current policy, regulator updates from the last year, incident logs, near-misses, and prior policy-review documentation. Cross-policy consistency holds across the whole policy library.

Conservative posture: refuses to invent regulatory citations

The most dangerous AI failure in policy writing is the made-up regulatory reference (a non-existent APS standard clause, a wrong section of the Fair Work Act). Claude is more disciplined than ChatGPT, but verification is still essential. The constitutional posture is the feature.

Excellent at structured writing in formal policy tone

HR policies, OHS policies, IT acceptable-use, privacy policy, child safe policy, modern slavery statement, code of conduct, complaints handling. Claude is the strongest general model for this volume of structured writing in the policy register.

Projects: policy register + regulator library + house style in one place

Claude Projects pins your current policy register, regulator excerpts (relevant to your sector), house policy template, prior-version history, change-control log. Every refresh starts with the right context.

The Policy Refresh Cycle with Claude Embedded

Inventory, audit, refresh, consult, approve, communicate. Claude has a clear role in each.

Policy register + debt list

Inventory

Drafts the policy register inventory: every policy, last-reviewed date, owner, accountable officer, next-review date. Surfaces policy debt (overdue / regulator-update-affected / known-incident-affected).

Gap analysis per policy

Audit

Reads each policy against current regulatory framework, latest sector guidance, recent organisational changes. Drafts the gap-analysis memo with recommended changes.

Updated policy

Refresh

Drafts the updated policy with tracked changes from the prior version, rationale for each change, and proposed effective date. Accountable officer reviews substantively.

Consultation package

Consult

Drafts consultation materials for staff, unions where relevant, board where relevant. Drafts FAQ. Drafts manager-briefing memo.

Approval pack

Approve

Drafts the approval paper for the relevant committee (executive, board, audit). Drafts the resolution wording. Accountable officer presents and committee decides.

Rollout pack

Communicate

Drafts the rollout comms: all-staff email, manager-briefing, training-update, intranet post. Comms or HR lead approves.

Six Policy Discipline Notes

Verify every regulatory citation

Claude is conservative but verification is still essential. Every reference to legislation (Fair Work Act, WHS Act, Privacy Act, Corporations Act), regulator guidance (Fair Work, SafeWork, OAIC, ASIC), or sector standards must be verified against the source. Build a 5-min citation check into every policy refresh.

Accountable officer signs every policy

Whatever Claude drafts, the named accountable officer (HR director, safety lead, CIO, CFO, CEO) reviews substantively and signs. The signature carries the accountability. Same model as policy-drafting historically. Claude is the drafter, the named officer is the author of record.

Controlled-doc release process unchanged

Your existing controlled-doc release process (version control, training rollout, archive, audit trail) still applies. Claude does not bypass it. The discipline keeps the policy register defensible at the next regulator inquiry or insurance review.

Consultation obligations preserved

For policies that require consultation (HR policies under Fair Work, OHS policies under WHS Act, child safe policies under National Principles), the consultation process is unchanged. Claude can draft the consultation materials but the consultation itself must happen with the actual people.

Personal-data policy needs the Privacy Officer's sign-off

Privacy policy, PIA, data-handling procedures, and breach-response procedures all need the named Privacy Officer (or equivalent) reviewing substantively and signing. The accountability under the Privacy Act survives AI drafting intact.

Audit usage quarterly

Maintain a quarterly review of policy refreshes touched by Claude. Document which policies, what verification approach, were there any near-misses. The audit trail is the defence in any future regulator inquiry or PI insurance review.

How Yes AI Helps With Policy Refresh

Policy Project setup

We load your current policy register, regulator excerpts relevant to your sector, house policy template, prior-version history, recent change-control log into one Claude Project. Restricted access for the accountable officers and HR/compliance teams.

Policy refresh prompt library

The 10 to 15 prompts the team runs through policy cycles: policy inventory, gap analysis, policy refresh, consultation pack, approval paper, rollout comms. Saved in the Project library so every policy refresh starts from the same playbook.
